There are belt loops but the original belt is missing. Feels like a lightweight cotton. This dress is in fantastic vintage condition and it's nearly 80+ years old! The dress is slightly sheer so you get to use your fashionable imagination for how to rock it! (Black simple slip, bandeau with feminine boy shorts, nothing? Ok maybe not nothing.) Approximate modern size:
